Need advice.

I have a 120hp V4 that I'm trying to install a new lower unit. Everything is lining up except for the shift lever. I can't seem to get the lever to go thru the lower cover hole and line up with the linkage. Every time I remove to check the forward bend in the shaft has turned about 30 degrees. Any ideas or advice?
 
Make sure shift rod height is set correctly.----Use small visegrip to prevent turning of shift rod as you install it.
 
???-----I guess i need to explain more.------There is no need to grip the shift rod very tight !!----You just need to stop it from turning !-----Or use some ladies underwear on the shaft so it does not inflict damage.
 
I am not sure if we are on the same page. tiller throttle has a rod that turns a gear that goes into engine compartment that turns a gear that turns a vertical shaft that has idle stop on it. (my thats a lot of thats)... the gears under the vertical throttle shaft are the ones that I want to change
