No spark 9.9 Gamefisher 217-586250

Hello, my name is Dan. I picked this thing up and it has no spark. I pulled the flywheel off the top and this plastic piece is just sitting in there. And just freely spins on the crankshaft there’s a slot it like it should be fixed, but I see no Woodruff down in the area where this thing sits there is one smaller one up on the top for the flywheel to hold it in place I’m very puzzled. Seems like this thing should be fixed position and would definitely create my no spark condition the way it is I didn’t see anything else when I took it off except the I guess what you call a Statter ring any help would be greatly appreciated. Here’s the image of the way it’s sitting on there. One guy says that it should go with the tabs point down which it doesn’t seem to make sense, any help would be greatly appreciated. I’m really frustrated.
