I have a remanufactured Showa T&T it would go up but not down tilt rod had no pressure, so I replaced o rings on 3 rods. Issue still persisted then I replaced Motor and Pump assembly still the problem was unresolved. I noticed the installer mangled the new relief valve; he was heading in the right direction. I removed the mangled one and to my surprise the manufacturer left off the o ring. When I replaced it "voila" it works. A 1minute job took a week. I hope this helps you in your diagnostics and saves wasted time.
