Overheating and no water from tell tale

I installed a tell tale on my 1990 force 120 recently. I've replaced impeller, impeller housing, all gaskets and seals, thermostat, and water tube seal and grommet at the powerhead end. Still no water coming from tell tale and the overheat alarm is going off.

My only guess is that the collar on the impeller housing is not mating correctly with the water pickup tube? Any suggestions? I know this is a common problem but I've tried everything.
 
You using a hose or a bucket?
The bucket: needs to be 4 inches over the cavitation plate.
The pump isn't a self priming pump, needs to be DEEP in the water.
Hose: needs to be lots of pressure.
 
I backed the boat in the water today. It wouldn't pee unless I raised the RPM's and then a little water would dribble out. The water was very hot.
 
I dropped the lower unit and installed a new OEM pump kit. The one I purchased before was chinese amazon crap and it didn't work. Lesson learned the hard way. The OEM kit worked perfectly. Problem solved.
 
Well the overheat alarm went off again today. It only overheats at idle or low speed. Maybe I've got the idle set too low and it's not producing enough pressure to pump enough water. It's idling at about 800 rpms now. It's a brand new water pump assembly, water tube seal, and thermostat. What could it be? It's a legit overheat. The motor is hottest at the thermostat housing.
 
I raised the idle a little bit and it fixed the overheat issue. I'm idling at 1100 rpm in neutral and 800 in forward idle. I also ran some powertune through it to get some carbon out of it and she seemed to like that. She's running better than ever.
