Power Steering "Wobble" And Noise

Hi all,

Got a hold of my brothers boat that has been sitting on a trailer for a couple years. Had the engine serviced and exhaust manifold and risers replaced. Took it out for a sea test the other day and noticed a "buzzing" noise that didn't sit right with me. This morning, I went down and checked the power steering level, it was low so I topped it off. Actuated the outdrive from side to side a few times to try and remove any air then fired it up. nice and quiet at 800 rpm idle, but once I got up to 2k rpm and started to actuate the outdrive from side to side, I hit a spot where things started to "wobble" and the noise really became pronounced. Video below, any ideas on what to do next?

The fix was to circulate the power steering system to release all air, top off the power steering tank with fresh fluid, repeat multiple times until all air was out of the system, and the system was full of fluid.
