Raw Water Leak

Upon removing the cowling/top cover of my port engine I discovered that there is a leak at the bottom of the port head.
It's hard to tell from the pics but most of the salt build-up is at the bottom of the port head. I think this hose gets connected to the "high pressure" thermostat at the bottom of the port side of the crankcase.

I was hoping to see a leak when I started the engine. To my surprise I did not see a leak at all. Is this because it was on the muffs and at idle? Does this portion of the cooling circuit not see water until higher RPM?

Any/all opinions are welcome.

In the Snip-it below, the area that has the most salt residue is near item #45.
