Sputtering and Dipping in RPM

Im currently going through things like the carb and ignition, but I'm curious what guys think this sounds like,

I was suggested to put your hand in front of the carburetors and see if gas is spitting back at you.

Another suggestion was to take them out and see if you can see light between the fins and the surface they rest against.

Started a new post specific to learning about reeds.
Will be checking for sputtering and then inspecting them as suggested.

Before you start tearing into the reeds, put this engine in the water (so it has back pressure) and see if it does this at idle. We had a number of new engines that had a lean condition when run on the muffs but idled perfectly when submerged to normal running height in the water. Please report your findings.

The engine lives on a boat I have in a slip, all running has been in the lake.
