Suzuki DF50 Rpm Issues

I have a Suzuki DF50 that will run full RPM in reverse but only a little over half RPM in forward. Motor runs smooth just will not throttle up.

Check the " motor in neutral " switch on the motor?----This is NOT the same as the " crank in neutral only " switch.

From a DF90A Service Manual, depending on your year yours might be similar.
