Thick black oil dripping between prop and skeg

I have 1990 evinrude ve115tlets starts right up slight blue smoke, no leaks in VRO area or carbs but boat transom waterline is oil& black. When water pump was replaced last fall the exhaust tube was wet / dripping oil. Any ideas?
