Have a 1979 70 hp merc that makes noise like its cycling when either tilt up or down is pushed but nothing happens Any ideas?

When is the last time you checked the fluid level in the pump? My association with pumps of that sort is that full is even with the threads on the bottom of the fill plug hole.
