Trim pump not letting motor go down

I have an 1988 Mercury 115 out

I have an 1988 Mercury 115 outboard and the tilt trim will not let the motor go all the way down. Works fine up and down until it reaches the two trim cylinders. Then the trim motor struggles and it wont go down any further. The electrical switches and solenoids are working fine so I think my problem is in the valves inside the trim pump motor. Are these serviceable or do I need a new trim pump. Any help would be appreciated. Thanks!

I would say either a clogged check valve or a problem with the pump itself ( doesn't develop enough pressure to open the valve ).

Tony how hard is it to fix? I

Tony how hard is it to fix? Is the pump located under the trim motor on the ram?
