it is a 1994 cobia 5.7 liter

it is a 1994 cobia 5.7 liter
it has tilt controls and trim controls
it is a volvo/penta outdrive
it seems to be an electical problem
i jumped the wires from the relay at the pump
and the tilt goes up and down

OK, You say that the Pump goes up and down..... may we assume that the drive goes up/down?
If so, then the pump and cylinders are apparently working in both directions.

So I think that you need to back up some and perform some testing of the circuits from the helm control.... maybe even the helm control switch unit itself.

Pull the harness connection apart and clean it.
Take some readings with a VOM on the terminals within the connection. These will be 12 volt readings if all is well.
Check to see if your T/T switch has power to it.

It has to be something simple since you can circumvent the switch and operate the pump.

Two possibilities could be: 1) One of the fuses is blown; and 2) The sending unit may be giving the wrong information to the tilt/trim limiter.

Not Seloc/not Clymers..... an actual Volvo Penta OEM manual and avoid some of the errors in the non-OEM ones.
Most all of what you are asking about will be explained and shown in this manual.
