Yamaha 25 hp leaking oil

Yamaha 25 hp 30DEO 1988.
I filled the lower unit with gear oil today and found that a lot was pouring out of the holes seen in the photo. What are those holes anyway and why are they leaking oil?

Only way I can see that happening is if shift shaft boot torn.
