    could be a few things, bad valve lifter (doesn't pump up like it should), bent pushrod/stuck valve, loose rocker retainer bolt, rocker stud pulled out, for a few. if you are going to go at this familiarize yourself with the procedure for adjusting the hydraulic valve lifters.

    That’s not a concern. You manually drain the engine and can leave it dry or fill it with antifreeze. If you remove the outdrive whatever antifreeze you added to the engine won’t leak out.

    looking at that chart, even with TBI it depends on the model #, some are 11 psi some are 29 for the high end

    Finding leaks can be tricky. I would repeat the test and try turning the drive shaft & shifting it with the gear shift linkage. Put soapy water on the propshaft seal and the seal for the shift bellcrank and watch for bubbles. Also use new fill and drain plug gaskets.
