I have a 2006 Johnson 115 hp outboard that leaks oil at the prop shaft

My outboard leaks a slight amount of oil out the prop shaft even after replacing the seals a total of three different times. I can pressure test the lower unit and get no leaks. I hesitate to buy a new prop shaft as they are expensive and not a guarenteed to fix my problem. What are my choices to correct this problem?
 
If it truly is gear oil, how does the shaft surface look where the seals ride? Installing the seals like this?

Agreed, likely normal 2-stroke exhaust oil. You could possibly have weak spark due to worn spark plugs. Make sure you have a fresh set of properly gapped Champion QL78YC spark plugs in the engine. Do not substitute other brands of spark plugs, the OIS 2000 ignition is very sensitive to RFI & MFI noise and the Champion plugs meet the specs exactly.

Also, I'm pretty sure 2004 was the last year for Johnson 2-stroke outboards.
