tilt/trim problems

Good morning, I have a 03 Evinrude 225 E225FLPSTM, the tilt/trim quit me out of the blue, I've got power to and from the helm and motor up/down switches and power coming out of the PDP unit to the trim motor but nothing happening. I have put direct 12v power to up and down wires going to the tilt/trim motor and nothing, for some reason I'm thinking its the PDP but hate to throw parts at the thing, ant thoughts?

Get a new motor Arco or chinesium with new oring. Don't forget to top off fluid in pump housing when switching motors.

got the motor and still not working. What I did discover was that the blue and green wires coming from the PDP over to the plug in for the tt motor pig tail shows 11.75 volts on the blue and 12+ volts to the green wire, but when I plug in the tt wires to the connector and test voltage the green stays at 12+ volts but the red shows 0 volts, what would cause this? is there a trim actuator that could be causing this?
 
I meant blue wire shows 0 voltage when the tt pig tail wires are plugged in. Also I can connect direct 12v to the tt motor and it will run up and down like it should
 
It is a 2 wire pump. So, it does NOT operate by 12v + to 1 wire (either wire) and assume it grounds thru the motor frame.
It DOES operate by 12v + to 1 lead and 12v - to the other.
Basically, positive to blue, neg to green goes up and reversing the wires goes down.
This reversal of current takes place in the relays, should be 2 of the 4 #58 relays.
The relays are relaxed to complete the ground circuit. In other words, normally both wires are connected to ground until you push a button. Pushing "up" button energizes the "up" relay connecting the blue wire to positive and "down" operates in the opposite fashion.
So either or both relays can be faulty. Just because it clicks does not mean adequate current flows thru possibly arched contacts. A volt meter can read voltage yet the system not operate.
Since there are 4 relays, I assume 1 powers they ECM, another the fuel pump & the other 2 go to trim.

thanks for the reply, found the problem it was inside the PDP itself, solder had blown out from around one of the pins on the up relay and not making contact, re-soldered it and back to working.
