96' Johnson 150 Fast Strike fuel in engine compartment / Vacuum lines disconnected

I'm getting some hesitation in throttle response and fuel in the engine compartment and on the carburetors. Not sure if it's a vacuum leak or the overflow not getting to the correct spot/location. Any help would be greatly appreciated! Thanks in advance! Newbie , if you can't tell already.

Why is the vapor pump sitting loose in the 3rd picture?

Are you sure there are " vacuum " lines on this engine.----Why are those lines left disconnected?

There are 2 vapor lines that go to the silencer.
But for some reason the vapor pump is removed from the vapor separator housing & left dangling.
So I can only assume the port on the housing is wide open as well.
