A/C operation on 1009 Luhrs

the A/C (and heat) units on our1990 Luhrs 3400 MY does not have instructions. I turned on the breakers to both units and neither of the T-stat;/ control panel show power. Can anyone explain how the system works, the process to turning it on and if the T-stat panel needs replaced what ones will work. thanks
 
no brand name - no model number - makes the details a 'best guess'.

Usually apply power, set the mode switch, maybe fan speed, and temp and it should play...if there isn't sufficient water flow to the condenser, they will usually shut down the compressor - the fan may/may not continue to run...

Good point.... i am getting power to the unit from the breakers. the control panel not so much. i will try to access and track down the line tomorrow and will need to figure out the wiring diagram. im hoping that just the control panels are shot. i didnt notice any fuses blown or wires disconnected. the units look to be in good shape. i just didnt know if there was a sensor or something that wouldnt let the unit power up, like if the the raw water port was closed or if the freon levels were to low.

Your second pic has the make and model number...

Looks like the control panel is one of the electronic upgrades offered in that time frame...so its highly likely that there will be a separate manual for that.

from what I remember, they are decent systems so they will have cutout switches for both high and low pressure, but they only control the compressor. Going on memory (with the manual <mechanical> control panel, when they are turned on (fully powered up), the raw water pump will operate and the fan will spin when the knob is rotated to START. When turned to RUN, the compressor will start if the thermostat is not satisfied

If neither the compressor will run and all operating voltage is supplied to the unit, I'd check the run capacitor...if the raw water pump doesn't come on, I'd start with the controller. The fan will likely have it own run capacitor
