no, it doesn't rule out the solenoid...that is the same test in the old Ford service manual and it doesn't segregate the components very well.
the attachment should have a pictorial of what I tried to suggest a while back... I'm still not certain I completely understand the results of the tests you did make as something just doesn't add up to me....
I haven't even looked for a PMGR starter for the fords...I know they make them for the street so a marine version shouldn't be too hard though there may not be a lot of options out there....either way, doing the wiring changes should be straight forward...
